I couldn't find the comments that you were trying to link to, but I'm pretty sure that the overture has to go before the Assembly and that the committee only makes the motion in which it is dealt with.
So if the committee doesn't think the overture should be passed then they would move that the assembly reject the overture. But the assembly can choose to do what they want with it.
Thanks, Shawn, for correcting me. I'll go back and delete my observation, since it may be misleading.
I just checked my link--the comments are there. Just scroll down the page to the "comments section" which is below the statement of the overture.
The committee will decide tomorrow (Tuesday) whether or not to refer the overture to the whole assembly for action (with or without recommendation to approve).
Our other overture was APPROVED for referral to the assembly for their consideration (to direct the Board of Pensions to expand benefits to provide for habilitative services for children in the plan who have congenital disabilities). Pam Stoops'(ChristChurch) daughter, Mary, was a masterful coordinator of support for this overture.
